THE PADDING:

RUG PAD INSTALLATION INSTRUCTIONS
On hard floor surfaces:
Simply unroll the pad and place the rug on top with the rubber surface facing down to the floor while the felt surface goes up against your rug.
On carpeted surfaces:
Place the rug pad with rubber side up and felt side down against the carpet.
Due to the changing nature of some vinyl floors, GEORGIA RUG PADS advises to check with the flooring manufacturer as some vinyls react negatively to rubber.
